Css Base Hook Help Please

Wadup,
First I would like to say hello to all members here as I am new. I am new also to this scene for cs but have alot of exp with d2ld and avp2. So to get back to the topic I am trying to install unreal and it talks of a "hook" to change the colors of skins for the bot. So I dl'd the CSS Base Hook and I am stuck there. Im gonna continue to try and help myself but I would like yours as well. ANY help on the instal of CSS base Hook and Unreal would be much appreaciated.
